The Cordillera Administrative Region, created on July 15, 1987, through Executive Order No. 220, is a remarkable region in the Philippines that used to be part of the Old Mountain Province. Republic Act No. 6766, passed on October 23, 1989, provided for the creation of an autonomous government in the Cordillera. This government, led by a Regional Governor, has the power to enact laws of regional application. Additionally, a regional judiciary consisting of a supreme court and lower courts is established. While the proposed autonomous government exercises various governmental functions, such as raising taxes, it does not have jurisdiction over defense, foreign affairs, and monetary matters. The act required ratification through a plebiscite, which was initially scheduled for December 27 but was eventually held on January 30 the following year. Ultimately, only Ifugao voted in favor of the autonomous government. Despite challenges to its constitutionality, the Cordillera Autonomous Region was created through Republic Act No. 8438 on December 22, 1997. However, the act was invalidated after a plebiscite held on March 9, 1998. Nonetheless, the region continues to thrive as a regular administrative region.
