For budget-conscious travelers, a cost-effective way is to take a Cityliner bus from Sultan Ismail Petra Airport to Kota Bharu Bus Terminal, and then catch a regular bus [439] from there to Kuala Besut ferry terminal. Once at the ferry terminal in Kuala Besut, you have the option of taking a speed boat to the Perhentian Islands.
